{"id":10239,"date":"2023-07-17T16:36:32","date_gmt":"2023-07-17T19:36:32","guid":{"rendered":"https:\/\/allende.com\/sin-categorizar\/aprobacion-del-plan-nacional-de-transicion-energetica-2030-07-17-2023\/"},"modified":"2025-05-21T12:28:30","modified_gmt":"2025-05-21T15:28:30","slug":"aprobacion-del-plan-nacional-de-transicion-energetica-2030","status":"publish","type":"post","link":"https:\/\/allende.com\/en\/administrative\/aprobacion-del-plan-nacional-de-transicion-energetica-2030-07-17-2023\/","title":{"rendered":"Approval of the &#8220;National Energy Transition Plan for 2030&#8221;"},"content":{"rendered":"<p class=\"s12\"><span class=\"s8\">On<\/span> <span class=\"s8\">July<\/span> <span class=\"s8\">10, 2023<\/span><span class=\"s8\">,<\/span> <span class=\"s8\">Resolution No. 571\/2023 of the Energy Secretariat of the Ministry of Economy<\/span> <span class=\"s8\">was published in the Official Gazette of the Nation<\/span> <span class=\"s8\">through<\/span> <span class=\"s8\">which<\/span> <span class=\"s8\">the &#8220;National Energy Transition Plan 2030&#8221;<\/span> <span class=\"s8\">(hereinafter &#8220;the Plan&#8221;) was approved.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">The <\/span><span class=\"s8\">Plan<\/span> <span class=\"s8\">contains the different fields of action and the measures that the Secretariat plans to develop in its energy transition<\/span> <span class=\"s8\">path to comply with the commitments assumed under the United Nations Framework Convention on Climate Change<\/span> <span class=\"s8\">(UNFCCC), <\/span><span class=\"s8\">and the Paris Agreement, a legally binding international treaty signed by the Argentine Republic during <\/span><span class=\"s8\">the Conference of the Parties No. 21 held in 2015 (COP21).<\/span><span class=\"s8\">. In<\/span> <span class=\"s8\">Article 4<\/span><span class=\"s8\">,<\/span> <span class=\"s8\">signatory<\/span> <span class=\"s8\">countries are<\/span> <span class=\"s8\">invited<\/span> <span class=\"s8\">to<\/span> <span class=\"s8\">formulate and present long-term development strategies with low greenhouse gas emissions.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">It should be recalled that<\/span><span class=\"s8\">,<\/span> <span class=\"s8\">in 2019, Argentina<\/span> <span class=\"s8\">passed Law No. 27520 on Minimum Budgets for Adaptation and Mitigation of Global Climate Change, which guarantees the mainstreaming of Climate Change in long-term State policies.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">Along the same lines,<\/span><span class=\"s8\">, <\/span><span class=\"s8\">at the end of 2020, Argentina <\/span><span class=\"s8\">presented the <\/span><span class=\"s8\">&#8220;<\/span><span class=\"s8\">Second Nationally Determined Contribution<\/span><span class=\"s8\">\u201d<\/span><span class=\"s8\"> (NDC), which established the commitment to increase climate ambition and the decision to achieve a just transition towards comprehensive and sustainable<\/span><span class=\"s8\"> development, <\/span><span class=\"s8\">including energy transition,<\/span><span class=\"s8\">, <\/span><span class=\"s8\">sustainable transportation,<\/span><span class=\"s8\">\u00a0<\/span><span class=\"s8\">among others, among the implementation axes.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">In addition to the above, <\/span><span class=\"s8\">the <\/span><span class=\"s8\">S<\/span><span class=\"s8\">Secretariat of <\/span><span class=\"s8\">E<\/span><span class=\"s8\">nergy <\/span><span class=\"s8\">issued<\/span><span class=\"s8\"> Resolution No. 1,036<\/span><span class=\"s8\">\/<\/span><span class=\"s8\">2021 <\/span><span class=\"s8\">\/2021 <\/span><span class=\"s8\">approving<\/span><span class=\"s8\"> the first<\/span><span class=\"s8\">&#8220;Guidelines for an Energy Transition Plan to 2030&#8221; <\/span><span class=\"s8\">, which <\/span><span class=\"s8\">included the content of the previously approved energy and climate plans and laid the foundations for the future development of an Energy Transition Plan.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">The purpose of Resolution No. 571\/2023<\/span> <span class=\"s8\">is to<\/span> <span class=\"s8\">define<\/span> <span class=\"s8\">the planning of the policy to be implemented by<\/span> <span class=\"s8\">the<\/span> <span class=\"s8\">Secretariat<\/span> <span class=\"s8\">of Energy<\/span> <span class=\"s8\">regarding the energy transition and its execution in the national territory<\/span><span class=\"s8\">.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">In Article 3, <\/span><span class=\"s8\">the Resolution<\/span><span class=\"s8\"> orders <\/span><span class=\"s8\">the <\/span><span class=\"s8\">U<\/span><span class=\"s8\">ndersecretariat of <\/span><span class=\"s8\">I<\/span><span class=\"s8\">nstitutional <\/span><span class=\"s8\">C<\/span><span class=\"s8\">oordination of <\/span><span class=\"s8\">E<\/span><span class=\"s8\">nergy and the <\/span><span class=\"s8\">U<\/span><span class=\"s8\">ndersecretariat of <\/span><span class=\"s8\">E<\/span><span class=\"s8\">lectric <\/span><span class=\"s8\">E<\/span><span class=\"s8\">nergy to inform the Federal Energy Council and the Federal Council of Electric Energy, and through them all the Provinces and the Autonomous City of Buenos Aires of the resolution, and to generate mechanisms so that the National Energy Transition Plan to 2030 can be nurtured by the contributions of each province in view of the challenges of the future.<\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">In turn, the following provisions establish<\/span><span class=\"s8\"> that the <\/span><span class=\"s8\">U<\/span><span class=\"s8\">ndersecretariat of <\/span><span class=\"s8\">E<\/span><span class=\"s8\">nergy <\/span><span class=\"s8\">P<\/span><span class=\"s8\">lanning must be instructed to generate articulation procedures with civil society and the public and private sectors, and to compile the contributions received for future versions of the National Energy Transition Plan to 2030<\/span> <span class=\"s8\">to be developed and articulate periodic updates of the Plan,<\/span><span class=\"s8\">, <\/span><span class=\"s8\">incorporating the evolution of the energy transition policy, with the new programs to be developed. <\/span><\/p>\n<p class=\"s12\"><span class=\"s8\">It is defined that<\/span><span class=\"s8\">the first update must be made before December 31, 2024.
