By virtue of Decree No. 128\/2026<\/a>, published in the Official Gazette on March 4, 2026, the National Executive Branch replaced Annex II of Decree No. 593\/2019, which regulates Law No. 26,045 and Section 44 of Law No. 23,737, updating the list of chemical substances and products subject to control.<\/p>\n

The decree adds fifty-six (56) new substances to the control lists set forth in Annex II. Specifically, thirty-one (31) substances were incorporated into List I, and twenty-five (25) substances into List III.<\/p>\n

The decree also introduces modifications with respect to certain substances already included in the control lists, incorporating derivatives, analogues and salts of such substances.<\/p>\n

The new Annex II maintains the classification of substances by list and specifies, for each substance, the MERCOSUR Common Nomenclature (NCM), its designation, and its synonyms.<\/p>\n

Individuals or legal entities that produce, manufacture, prepare, process, repackage, distribute, market, store, import, export, transport, transship, or carry out any other type of transaction involving the chemical substances or products included in these lists are subject to the obligation to register with the National Registry of Chemical Precursors, in accordance with applicable regulations.<\/p>\n

Finally, Decree No. 128\/2026 provides that the replacement of Annex II enters into force on the date of its publication in the Official Gazette.<\/p>\n
