On April 19, 2026, the National Ports and Navigation Agency issued Resolution No. 21/2026 in connection with the tender process for the Main Navigable Waterway (the “Waterway”).
Through this resolution, the authority approved the actions taken during the first stage of the tender process and declared that stage completed. In this context, it resolved to prequalify for the next stage the bids submitted by JAN DE NUL N.V. and SERVIMAGNUS S.A., on the one hand, and by DREDGING, ENVIRONMENTAL & MARINE ENGINEERING N.V., on the other.
The Agency also declared the bid submitted by DLA ENGENHARIA LTDA. inadmissible, on the grounds that the company allegedly failed to submit the bid maintenance guarantee required under the tender documents.
The resolution further established that the opening of Envelope No. 2 will take place on April 22, 2026, at 1:00 p.m. This stage consists of the opening of the technical-operational offer of the bidders that remain in the process.
Given the economic, logistical, and institutional relevance of the projected concession, this tender process may become one of the most significant public procurement procedures of 2026.
