Within the framework of the powers granted by Law No. 27,742, Executive Order No. 461/2025 (the “Order”), was published in the Official Gazette on July 8, 2025. By means of the Executive Order, the Executive Branch modified and reorganized the distribution of functions and agencies under the authority of the Transportation Secretariat within the Ministry of Economy.
In this sense, the Order dissolved the National Directorate of Roads, the National Commission for Traffic and Road Safety, and the National Road Safety Agency. Consequently, the functions of the National Directorate of Roads were reassigned to various organizational units within the Ministry of Economy; the functions of the National Commission for Traffic and Road Safety were transferred to the Undersecretariat for Motor Transport, which reports to the Secretariat of Transportation; and the National Road Safety Agency’s responsibilities were transferred to the Transportation Secretariat, except for matters related to the control of national highways, which are now exclusively under the jurisdiction of the Argentine National Gendarmerie.
Furthermore, the Order ordered the reorganization of the National Commission for Transport Regulation, which will be renamed as “Agency for the Monitoring of Transport Concessions and Public Services”. Among other responsibilities, the Agency will serve as the Enforcement Authority for all matters related to the oversight of road concessions —previously under the jurisdiction of the National Directorate of Roads— as well as the investigation and monitoring of railway operations.
Finally, the Order provided for the reorganization of the Transportation Safety Board, which will be renamed as the “Agency for the Investigation of Aviation Accidents and Incidents”. Its mission is to contribute to air transport safety in the civil aviation field by investigating civil aviation accidents and incidents occurring within Argentine territory.
