On April 23, 2025, the National Communications Authority (ENACOM) issued Resolution No. 608/2025, which established the payment of an annual fee for the registration of any satellite system operating within the national territory.
This regulation is issued within the framework of a series of provisions issued by the National Secretariat for Science, Technology and Innovation (the Secretariat). In this regard, on May 15, 2024, the Secretariat, through Resolution No. 12/24, created the Satellite Facilities Provision Registry and approved the applicable registration procedure.
Subsequently, through Resolution No. 58/25, the Secretariat approved the consolidated text of the General Regulations for Satellite Management and Services, aimed at ensuring continuous improvement in regulatory quality concerning both the provision of satellite facilities and the provision of satellite services. Within this framework, the possibility of establishing a fee for the registration of satellite systems operating in the country is expressly contemplated.
In accordance with the provisions of this regulation and exercising the powers granted under Article 51 of Law No. 27.078, ENACOM established an annual fee for registration, in order to cover the costs associated with processing and registering the affected parties.
The main aspects contained in Resolution No. 608/2025 are analyzed below:
- It establishes an amount equivalent to USD 10,000 (ten thousand US dollars), associated with the Satellite Facilities Provision Registry.
- The payment must be made from the notification of registration for the provision of Satellite Facilities, and it is to be paid in Argentine pesos based on the exchange rate quoted by Banco de la Nación Argentina for the previous day of payment. The payment is made annually before February 1st of each calendar year.
- The established fee is halved when the satellite system includes, in its network infrastructure, a master earth station and/or a telemetry, telecommand, and control earth station located within the territory of the Argentine Republic.
- Providers of satellite facilities that are registered before the entry into force of the Resolution must pay the established fee within thirty (30) days.
