Argentina initiates Sunset Review of antidumping duties on imports of pipe accessories for butt welding from China

On October 15, 2020, the Ministry of Productive Development of Argentina, by means of Resolution Nº. 520/2020, initiated a sunset review investigation of the antidumping measures imposed by the former Ministry of Economy and Public Finances through Resolution No. 1,181 of October 23, 2015.

Products subject to the aforementioned measures and to the sunset review investigation for exports to Argentina are Pipe accessories for butt welding – elbows, except for 180° elbows and reduction elbows, and tees – made of carbon steels, in a variety of forms, manufactured in accordance with regulations: ASME B16.9 and ASTM A234 or an equivalent standard (IRAM 2607, etc.), of external diameters equal to or greater than 60.3 mm (designation 2 inches)) and less than or equal to 323.8 mm) (designation 12 inches)) in standard and extra heavy widths., -which are classified under tariff code 7307.19.20 y 7307.93.00., of Mercosur’s Common Nomenclature- originating from the People’s Republic of China (“China”).

The initiation of the sunset review investigation was requested by the Steel Pipes and Tubes Manufacturer’s Chamber (CYTACERO), on behalf of various local producers.

The dumping margin relating to the exports of the abovementioned products from China to Argentina was estimated at 110 %. Moreover, the National Foreign Trade Commission preliminarily determined that sufficient evidence exists as to the recurrence of harm to the local industry, which thus merits the initiation of the sunset review.

Until the sunset review procedure concludes, the dumping duties imposed in 2015 will remain in force.

Companies located in China which export the abovementioned products to Argentina, as well as local companies importing them, can appear before the Ministry of Productive Development and request the questionnaires to participate in this investigation and be notified of the proceedings.
