On July 31, 2025, Executive Order No. 524/2025 of the Presidency of the Nation was published in the Official Gazette, through which the Argentine government enabled foreign citizens who make “significant investments” in the country to directly apply for Argentine citizenship. The Ministry of Economy will be responsible for determining which investments can be considered “significant” while the Citizenship by Investment Program Agency will be responsible for carrying out this procedure.
Section 3 of this Executive order establishes that, once the Citizenship by Investment Program Agency determines that an investment meets the requirements to be considered relevant, a thorough control procedure will be activated. The Agency must request reports from various State agencies in order to assess possible risks associated with the granting of citizenship.
The entities involved include the Ministry of Security, the Financial Information Unit, the National Registry of Individuals, the State Intelligence Secretariat, and other public or private offices that the Agency deems relevant. Each of these offices must issue a statement, within the scope of their powers, on whether the granting of citizenship could pose a threat to national security or affect the country’s strategic interests.
Once the reports from the relevant agencies have been gathered, the Citizenship by Investment Program Agency will prepare a detailed report that will be sent to the National Migration Office. In this document, the Agency will comprehensively evaluate the applicant’s profile and must provide a well-founded recommendation on whether to approve or reject the citizenship application.
This procedure reinforces the selective and strategic nature of the new regulations, prioritizing not only the economic impact of the investment, but also the protection of national interests and state security.
The National Migration Office shall, within thirty (30) business days of receiving the report prepared by the Agency, decide by means of a reasoned decision whether or not to grant the Argentine citizenship.
The Citizenship by Investment Program Agency is authorized to issue any regulations necessary to complement the rules governing the application process for Argentine citizenship by investment and the evaluation of such applications.
